War Loving country needs rehab

The US denied to become part of the International Criminal Court. Is that because they intend to use terrorist activities to get things done and don't want to get persecuted all over the world? The US even got a law that it makes them 'legal' to use military force on allied countries when an American 'gets a free ticket to' the International Criminal Court. It's called something like "American Servicemembers' Protection Act (ASPA)". It means that the international community can't sue Americans for war crimes unless they want to go in war against the US (probably).
